It wasn’t political or economic, it was down to technology – and the advent of cheap mass produced goods and faster film. Kodak launched the box brownie in 1900 – and the popularity of photography has grown ever since. The cameras were small and easily carried – previously cameras had been large, and you had to stand still for a while. The new cameras and faster film made candid photography possible for the first time.
